Selbst wenn Arbeitslose, Ältere und Frauen mehr beziehungsweise länger arbeiten würden, könnte das den Fachkräftemangel zwar abfedern – aber ohne Zuwanderung geht es nicht.

The review says Germany did not yet have a nationwide skills shortage, though shortages existed in particular industries and regions. It adds that an ageing society is expected to worsen the situation, and that increased participation by unemployed people, older people and women could ease—but not eliminate—the need for immigration.
