Only 55 camps were conducted pre 2014 for distribution of support equipment to Divyangs while more than 6000 camps are conducted post 2014.
Publisher’s rating: FALSE
The claim concerns camps for people with disabilities (PwDs), also called Divyangs, distributing assistive equipment under the government’s ADIP scheme. The review explains that the scheme began in 1981 and that equipment distribution took place through camps run by multiple implementing agencies. It assesses two distinct parts of the claim: whether more than 6,000 camps were held after 2014, and whether only 55 were held before then. The review says a complete aggregate count of camps before 2013–14 was not readily available, so it does not establish a full pre-2014 total. But it cites ALIMCO, a government-owned implementing agency, whose 2013–14 annual report records 461 ADIP camps in that year alone. Since ALIMCO was only one of several implementing agencies, that documented figure contradicts the assertion that only 55 camps were conducted before 2014. For the post-2014 figure, the review reports that Department of Empowerment of Persons with Disabilities annual reports show more than 6,000 camps under ADIP since 2014–15. It also cautions against treating the increase as uniform: the number rose in 2014–15 and 2015–16, then decreased starting in 2016–17. Thus, the review supports the post-2014 total but finds the pre-2014 figure false; the overall claim is misleading because its two components do not both hold.
The UPA government constructed only 25 lakh houses in their last 4 years where as the current BJP government in the last 4 years constructed 1.25 crore houses, a difference of 1 crore houses.
Publisher’s rating: FALSE
The claim, which Prime Minister Narendra Modi made while addressing an event for beneficiaries of the rural housing scheme PMAY-G in Maharashtra, was that the UPA built 25 lakh houses in its final four years, compared with 1.25 crore under the current government. The review examined rural housing construction, not a combined total of rural and urban homes. It says it assembled figures from government responses in the Rajya Sabha in 2016 and Lok Sabha in 2018, a 2014 Comptroller and Auditor General report, and Ministry of Rural Development annual reports. Using those figures, the review reports that the UPA built 89.65 lakh houses under Indira Awaas Yojana between 2010–11 and 2013–14, rather than 25 lakh. For the current government’s first four years, 2014–15 to 2017–18, it reports 111.44 lakh houses. Thus, the UPA figure in the claim substantially understates the review’s reported count; the two reported totals also do not establish the claimed difference of one crore. The review qualifies the comparison: it says the current government’s figure might approach 1.25 crore if construction in the subsequent six months were included. It also notes that its figures cover rural housing only, and that including urban housing could increase both governments’ totals. Those qualifications do not change its finding about the incorrect 25-lakh figure for the UPA’s final four years.

Converting at least 50% of all the government buildings in the national capital and all state capitals fully accessible.
Publisher’s rating: UNVERIFIED
FACTLY examined an infographic about the Accessible India Campaign, including its claim that at least half of government buildings in the national capital and all state capitals would be made fully accessible. The review describes the campaign as launched in December 2015 and identifies the building figure as a future target, rather than a reported achievement. It says the target was to be reached by December 2018 and implemented by state governments using their own funds. [S1] To assess progress, the review cites a March 2018 Lok Sabha answer: CPWD had identified 75 central-government buildings in 39 cities, and retrofitting had been completed in 58 buildings across 27 cities. It also reports 123 buildings identified for a second phase and 21 for a third. These figures concern selected central-government buildings; they do not establish that half of all government buildings in the specified areas had been or would be made accessible. [S1] The key limitation is that the review says the total number of government buildings in the National Capital Territory and state capitals was unknown. Without that denominator, the selected-building figures could not verify the target’s coverage of all such buildings. And because the claim concerned a future target, the reported March 2018 progress did not establish whether it would ultimately be met. [S1]

Government has abolished interviews for non-gazetted posts
Publisher’s rating: TRUE
The claim concerns the central government’s removal of interviews for non-gazetted government jobs. FACTLY’s review examined it as one of four assertions in an infographic about the government’s efforts to end corruption. It reports that interviews were dispensed with for all Group C posts and for non-gazetted Group B posts in the central government. The review says an office memorandum giving effect to the change was issued in October 2015. That account supports the claim within the scope stated in the review: the change applied to the specified central-government categories, not necessarily to every non-gazetted post across all governments or jurisdictions. The review’s wording also separates the policy change from the infographic’s accompanying assertion that it would ensure meritorious candidates win; the excerpt reports the abolition but provides no evidence testing that outcome. The review does not reproduce the memorandum, describe an independent examination of its text, or provide details about implementation. Its stated basis here is the reported government action and the October 2015 memorandum. The supported conclusion is therefore about the announced policy and the categories it covered, rather than proof that interviews ceased in every recruitment process or that the change produced a particular result.
La finalidad de la reforma es reducir el aforamiento político al estricto ejercicio de las funciones del cargo público
Publisher’s rating: Verdadero
The review concerns a statement by government spokesperson Isabel Celaá about the purpose of a proposed reform of political immunity. It reports that the government intended to limit immunity to the period in which an official held office, and that the proposal would begin a process to amend the Constitution’s rules on immunity. These details support the claim’s description of the reform’s stated aim and its connection to the duties and tenure of public office.
身分證性別欄位將取消男、女,更改為L.G.B.T四欄?
Publisher’s rating: 錯誤
The claim concerned a specific statement attributed to Taichung Social Affairs Bureau Director Lü Jiande: that Taiwan would remove “male” and “female” from the identity-card gender field and replace them with four L.G.B.T. options. The fact-check examined both whether Lü had made that statement and whether the government planned to change the field. It reports that the rumor was attached to a video and a post describing remarks at a council inquiry.

A National Civil Aviation Policy was unveiled in 2016 to transform the sector
Publisher’s rating: UNVERIFIED
The claim appeared in an infographic on the government’s “48-month portal,” which made several assertions about the aviation sector under the NDA government. FACTLY examined this policy claim separately from the infographic’s claims about passenger numbers and market rankings. Its conclusion distinguishes between the policy’s existence and the broader assertion that it would “transform” the sector. The review states that the National Civil Aviation Policy was unveiled in 2016 and describes its aims as expanding the aviation sector and reducing air-travel costs to make flying more popular. It also identifies specific targets in the policy: enabling 30 crore domestic ticketing by 2022 and 50 crore by 2027. These details support the narrower point that a policy was announced and set out goals; they do not, by themselves, establish what “transform the sector” meant or whether transformation occurred. FACTLY therefore accepted the 2016 unveiling as true but found the transformation wording unclear. Its stated reason for its conclusion is that “it is not clear what the government meant by transformation of the sector.” The review also notes that the previous UPA government did not have an exclusive civil aviation policy, while civil aviation targets were included in 12th Five Year Plan documents. That comparison concerns the form in which policy and targets were set out; it does not resolve the ambiguity in the infographic’s transformation claim.
