it is a clipping from Tejashwi Yadav’s rally…but people will only vote for Modi.

Publisher’s rating: Misleading

The claim describes an ABP News clip as showing people at Tejashwi Yadav’s rally saying they would vote for Modi. Vishvas News’s review concluded that the footage was from the 2019 Lok Sabha election period, not Bihar’s 2020 Assembly election campaigning. It reports that the video was shared with the latter setting and that its investigation found the claim misleading. The review says its investigators recognized the ABP News logo and heard people asking viewers to vote for the BJP. A title card stating that results would be announced on May 23 helped identify the footage’s timing: the review says that was the Lok Sabha election results date, unlike the Bihar Assembly election schedule then underway. It notes that polling phases had concluded on October 28 and November 3, with the final phase scheduled for November 7 and results for November 10. The review also says it identified the reporter in the clip as Utkarsh, then working at Aaj Tak, and contacted him. According to the article, he confirmed the video package was from the previous year’s Lok Sabha elections, when he had worked at ABP News. These details support the distinction between the footage’s original election context and the later claim that it showed a rally during Assembly election campaigning.

The claim arose after Hamburg’s Bürgerschaft election on February 23, 2020. A Facebook post shared photos of coats of arms and warned, in connection with election notifications, that voting was invalid without a crown. The investigation examined the images themselves and traced the origins of two pictures presented as ballot papers. The review found that the photos did not show election notifications. One image did show a genuine ballot paper for the 2020 Hamburg election; the other originated in a stock-image database and appeared there in altered versions. The review also traced a version of the stock image combined with Hamburg’s coat of arms to a post by football club FC Teutonia 05, which had used it as a symbolic image encouraging people to vote. The claim about the coat of arms conflated the appearance of a pictured emblem with the rules governing ballot validity. The review says Hamburg’s state election administration determines ballot-paper design, while the election regulations cited in the article require the state-list and constituency-list ballots to be distinguishable by paper color. It reports that the printed coat of arms does not affect whether the election is valid.
