The claim concerned a reported 115.7 percent turnout in Panschwitz-Kuckau, Saxony, during the 2021 Bundestag election, and treated that figure as evidence of election fraud or a prearranged “script.” The review examined why that municipality’s reported percentage exceeded 100 percent, drawing on explanations from the Saxon State Statistical Office and figures from the Saxon state election authority. The key finding was that Panschwitz-Kuckau had also counted postal votes for neighboring municipalities: Räckelwitz, Ralbitz-Rosenthal, Crostwitz and Nebelschütz. Those votes increased the number attributed to Panschwitz-Kuckau without increasing its own number of eligible voters. The review reports that 1,620 people were eligible to vote there, while 1,875 voters’ ballots were counted there. That accounting explains the unusually high local percentage; it does not by itself show that more than 100 percent of Panschwitz-Kuckau’s own eligible voters voted. The review also describes the corresponding effect in the municipalities whose postal votes were processed elsewhere: those votes were not counted in their own local totals, so their recorded turnout was lower. It notes lower in-person voting figures in Nebelschütz and Räckelwitz compared with the prior Bundestag election as evidence consistent with some voters casting postal ballots instead. Thus, the reported percentage reflected where ballots were tallied, not evidence of a “script” or duplicated votes. The review says the overall average turnout remained unchanged by this allocation.

The claim concerned a social-media video alleging that a recount in Arizona showed Donald Trump had actually won and that the entire 2020 election should be declared invalid. The video’s specific allegation was that ballots had been copied and counted more than once. The review places this claim in the context of Trump supporters’ efforts to uncover alleged election fraud after Joe Biden took office in January 2021. The recount at issue was a hand count in Maricopa County, Arizona’s most populous county, commissioned by Republicans and carried out by the private firm Cyber Ninjas. The review says the auditors found no evidence of the fraud Trump had predicted. Their count gave Biden 99 more votes and Trump 261 fewer than the earlier count, so it did not support the claim that Trump won the county. (S1: “Die Republikaner heuerten für mehrere Millionen US-Dollar die Privatfirma Cyber Ninjas an, um die Stimmen im bevölkerungsreichsten Bezirk von Arizona erneut von Hand auszählen zu lassen.” and “Doch die mit der Nachzählung beauftragten Gutachter fanden keinen Beleg für den von Trump prophezeiten Betrug.” and “Ihre Nachzählung ergab 99 zusätzliche Stimmen für Joe Biden und 261 Stimmen weniger für Donald Trump”) The review also addresses the video’s allegation of 17,322 duplicate ballots. Maricopa County said its voter-registration system checked whether a voter was eligible and had already cast a ballot; the review reports that the county said this system prevented duplicate voting. The recount findings and the county’s explanation therefore do not substantiate the video’s claims of copied ballots or a Trump victory.
