The review examines a WhatsApp link promoting supposed solidarity food vouchers in Cáritas’s name. It says the message reused the organization’s logo and offered 800,472 available forms of aid, but identifies the linked page as fraudulent and the scheme as phishing. The page asked users for their full name and city in exchange for a promised food contribution delivered to their home. The review distinguishes the fake page from Cáritas’s official web address, www.caritas.es. It also quotes Cáritas’s guidance that people seeking assistance should contact the diocesan Cáritas in their region. That evidence supports the review’s conclusion that the circulated voucher offer was not a genuine Cáritas campaign, while clarifying that the organization does provide assistance through its stated channels. The article places the message in the context of earlier fraud attempts using Cáritas’s name and image. It reports that the organization had already warned of such attempts in early April and advises people to check for phishing before sharing personal information.

The claim concerns an email purporting to offer a €345 reimbursement from Spain’s Social Security in exchange for personal and credit-card information. Newtral says it examined an email sent in by readers and describes the amount as €345.76. It warns that the ministry logo or an official-looking link does not make the message genuine. The supposed reimbursement is a lure to obtain recipients’ card details, not a payment offered by Social Security. Newtral reports that Spain’s National Cybersecurity Institute’s Internet User Security Office (OSI) identified the message as phishing: recipients are redirected to a fake page imitating the Social Security site, where their card information can be captured. The OSI also said the email creates urgency by setting a limited time to complete the supposed process. The review adds that the National Police had warned about the fraud on Twitter. The review advises checking whether the message is correctly written, whether its links lead to a legitimate site, and whether it includes unexpected or suspicious attachments. Those checks address the email’s presentation; the decisive evidence reported is that the supposed reimbursement leads to a deceptive page intended to collect payment-card information.

The review examined a social-media rumor that the NT$30,000 COVID relief payment was money borrowed from workers’ own retirement savings and would later have to be repaid. It identified the payment as a Labor Ministry living subsidy for self-employed workers and workers without a fixed employer—not a withdrawal from an individual worker’s retirement account. The review reports that eligibility included being insured through an occupational union by March 31, having insured wages of NT$24,000 or less, and having 2018 income below the taxable threshold. To check the funding claim, the fact-checking center says it asked the Labor Ministry about the subsidy and obtained central-government special-budget documents through the office of legislator Chiu Tai-yuan, then convener of the Legislative Yuan’s Social Welfare and Environmental Hygiene Committee. The ministry said the subsidy was funded through a special budget, rather than retirement funds. The review describes an original COVID-19 budget of NT$60 billion and an additional NT$150 billion; it says the Labor Ministry’s relief budget, including this subsidy, was included in the additional budget. The review also cites the additional-budget proposal, which states that revised total spending was NT$210 billion, financed by NT$30 billion in prior-year surplus and NT$180 billion in borrowing. It quotes a professor of public administration, Hsu Jen-hui, explaining that the government could not freely use the labor retirement fund and that the special budget was financed through government funds and bond issuance. Taken together, the evidence presented distinguishes the relief payment’s budgetary funding from workers’ individual retirement accounts and the labor retirement fund.

«Tra il precedente decreto e quello in arrivo siamo già a un extra deficit di 80 miliardi»
Publisher’s rating: Vero
The claim concerns Stefano Patuanelli’s 28 April 2020 statement that the “Cura Italia” decree and the decree then being prepared would together produce €80 billion in extra deficit. The investigation checked that figure against estimates in the government’s Economic and Financial Document (DEF), approved on 24 April. It explains that “deficit” here means net borrowing, and that the DEF’s figures were estimates subject to uncertainty. The review identifies “Cura Italia” as the first measure and the forthcoming “decreto Aprile” as the second. The figures in the DEF put the net-borrowing impact of “Cura Italia” at almost €20 billion in 2020, and the projected impact of “decreto Aprile” at €55.3 billion that year. Adding them gives more than €75 billion—slightly below the €80 billion in Patuanelli’s statement, but close to it. The review therefore finds the stated amount substantially supported by the estimates, while noting the small difference between the claim and the sum of the two measures. The review distinguishes this additional borrowing from Italy’s total projected deficit. It says the DEF estimated 2020 net borrowing at about €173 billion, or 10.4 per cent of GDP, taking account of the decrees, recession-related effects and measures from the previous year. It also cautions that the DEF figures were estimates made during an emergency and could change. Thus, the €80 billion refers to the two decrees’ estimated contribution, not the whole projected deficit.

David Sassoli, then president of the European Parliament, made the statement in an interview with La Repubblica on 24 April 2020, commenting on the European Council’s decisions the previous day. The review finds that the €540 billion figure can be reconstructed from the three measures he named, but that describing the money as already available was inaccurate: the Council’s stated aim was to make the package operational from 1 June, and details of the ESM credit line were still unresolved. The review traces €200 billion to the European Investment Bank, €100 billion to SURE, and about €240 billion to the ESM. The first two figures were maximum amounts those instruments were expected to mobilize, not equivalent amounts of funds already available to spend: each depended on €25 billion in guarantees. The ESM figure, meanwhile, assumed that all 19 euro-area countries requested credit amounting to 2 per cent of their 2019 GDP. The review notes that this was considered very unlikely and that important terms of the credit line remained unclear. To check the claim, the review compares it with the European Council’s conclusions, the Eurogroup proposal and descriptions or estimates from the EIB and European Commission, alongside the figures for euro-area GDP. It reports that the Council described the package as worth €540 billion but said it would be operational from 1 June 2020. Thus, the headline total reflected the potential scale of the measures, while Sassoli’s assertion that the money was already available overstated their status at the time.
