Publisher’s rating: Satire

The claim concerned Basil Rajapaksa’s swearing-in as Sri Lanka’s finance minister at the President’s Office on July 8, 2021. Social-media posts jokingly alleged that, after signing the document, he put the pen supplied for the signing—the one in the table’s pen holder—into his shirt pocket. The review says the posts circulated as satire and reports that it examined the footage of the event rather than relying only on the circulated images. The review’s key distinction is between the pen in the table holder and the pen Rajapaksa used. It reports that inspection of the event footage showed the pen he put in his pocket was not the one from the holder. It also points to footage of him arriving at the President’s Office with a pen already in his shirt pocket, and says he used that pen to sign. On that evidence, the review concluded that he did not pocket the table pen after signing. The review also describes photographs released by the President’s Media Unit: they show Rajapaksa’s own pen alongside other pens set out on the table, including one available to him if needed and another for Presidential Secretary P. B. Jayasundera. Taken together, the reported footage and photographs support the review’s conclusion that the viral claim misidentified which pen Rajapaksa carried away.
