A video circulated on X on September 2, 2025, appearing to show Vice-Minister Matsumoto saying the Africa Hometown plan could not be stopped. The review says the clip emphasizes an excerpt about being unable to correct or stop misunderstandings, while the caption claims he said the plan itself could not be stopped; the video does not contain that statement. The review says the video was filmed in 2015, when Manmohan Singh was no longer India’s prime minister, and identifies the person meeting him and Sonia Gandhi as Zhang Dejiang, who led a Chinese parliamentary delegation—not China’s president. It adds that the delegation also met Prime Minister Narendra Modi.

Publisher’s rating: DW Faktencheck: Falsch.
