The claim came from a collage combining a photo of Olaf Scholz speaking before sparsely occupied seats with screenshots of headlines described as calling his speeches “historic” or “fiery.” The review distinguishes the speech shown in the photo from the other events behind those headlines. Scholz spoke at the UN General Assembly’s 78th session in New York on September 19, 2023, and also gave a separate address to the UN Security Council the following day. The photo identified in the review came from a Bild article about the General Assembly speech; the review says the seats were indeed sparsely occupied, but that this was not unusual because representatives use time between speeches for meetings and other events. The headline references did not all describe the sparsely attended General Assembly address. The “fiery speech” headline was about Scholz’s separate Security Council remarks on Ukraine. A Tagesschau headline referred to the 50th anniversary of Germany’s UN membership and Willy Brandt’s first General Assembly speech as a representative of West Germany. The “historic Scholz speech” headline came from an RND article about his February 27, 2022, government statement in the German Bundestag, not either of his New York appearances. Thus, although the photo showed a lightly attended UN address, the collage’s headlines referred to different speeches or an anniversary, rather than press coverage celebrating that particular address.
