The Telegram post presented the TSE’s opening of the electronic voting machines’ source code as potentially caused by the Guardianship Council elections held on October 1. The investigation says the timing instead followed the TSE’s regular transparency process for political elections: public inspection takes place about a year before such elections, and this cycle concerned the 2024 municipal elections. The TSE opened the “Ciclo de Transparência – Eleições 2024” on October 4, with the source-code opening as one of its activities. The chronology also undercuts the suggested connection to the council elections. The TSE held a similar event on October 4, 2021, in preparation for the 2022 general elections. The review explains that Guardianship Council elections are organized by each municipality’s CMDCA, not by the Electoral Justice system; the latter provides support. It also notes that not every municipality used electronic machines for those elections: some used paper ballots and ballot boxes, with the voting method chosen locally. The investigation reports that it sought a response from the possible author of the Telegram post through Facebook and Instagram and searched Instagram for the Telegram channel’s account, but received no reply. Its central evidence is the stated purpose and recurring timing of the TSE transparency cycle, alongside the distinct local organization of Guardianship Council elections. That evidence does not support treating the source-code opening as a response to the council-election results.

The post tied an accusation that the PT was rigging the Diadema Guardianship Council election to the cancellation of voting at the place the man had visited. The report says the post’s author made that accusation after seeing the cancellation announcement. It identifies the reported cause of the interruption as a technical error in the election rules, rather than evidence of a party-directed scheme: according to the São Paulo Regional Electoral Court, the voting machines had been configured to allow 15 choices, although voters should have made only one.
Congress Party’s new election manifesto for 2023 announces different schemes specifically for the welfare of Muslims in poll-bound Telangana
Publisher’s rating: FALSE
The claim concerns whether Congress’s 2023 Telangana Assembly election manifesto announced schemes specifically for Muslims. FACTLY’s review says the party had not yet released a manifesto for that election, and identifies the circulated claims as being drawn from a Times Now report about Congress’s 2018 Telangana election manifesto. The 2018 promises were therefore being presented as new 2023 proposals, and some were described as more exclusive than the manifesto itself said.

The post attributed to federal deputy Mario Frias claimed that Human Rights Minister Silvio Almeida wanted to annul some Tutelary Council elections because “the right won in many places.” The investigation found that Almeida had said he would challenge some results, but for a different reason: irregularities in how the elections were held. In Uberlândia, Minas Gerais, and Rio Largo and Santana do Ipanema, Alagoas, council members were chosen by a collegiate body rather than by direct public vote. The review says the Child and Adolescent Statute has required local residents to choose council members since 2012, a requirement also reiterated by a Conanda resolution from the previous year. The review reports that the Human Rights Ministry’s statement to the press described the irregularities but did not mention Almeida taking action against the results because of candidates’ political outlook. The post also attributed a plan to involve the Federal Court of Accounts to Almeida; the ministry’s statement did not mention that body either. The ministry told the reporters it had no official survey of elected candidates’ political or religious profiles. The National Council of the Public Prosecutor’s Office’s childhood and youth commission likewise reported no such information and said it had identified no election annulled because of winners’ ideology. The review notes that reporting had described conservative mobilization and greater success for right-wing candidates in Rio de Janeiro and São Paulo. But that evidence did not establish the post’s asserted motive: the cited report covered those two cities, not the country as a whole, and the investigation found that the stated grounds for challenging the elections concerned election procedures. The review says the Instagram image was deleted and that Frias did not respond to the reporters before publication.
Claim: Telangana video shared as public chased away the madhya pradesh bjp candidate
Publisher’s rating: ஃபேக்ட் கிரஸண்டோ ரேட்டிங்: FALSE
The claim concerns a video presented as showing people in Madhya Pradesh chasing or attacking a BJP candidate and party workers. Fact Crescendo examined that same circulating clip. Its review notes visual clues in the footage: people wearing pink scarves, a banner bearing “KCR,” and shop signs in Telugu. Those clues pointed to Telangana, rather than Madhya Pradesh, as the location. The review describes how it traced the clip’s earlier circulation. It converted frames from the archived video into images and searched them with Google reverse image search. That led to clearer versions shared in February 2022, which also showed Telugu-language shop signs. In one version, a police booth was legible as “Jangaon Traffic Police”; the review says a search confirmed a police station by that name in Warangal, Telangana. Fact Crescendo then searched using terms concerning Telangana, the TRS, the BJP and an attack. It found reports about an incident in which Telangana Rashtra Samiti members burned an effigy of Prime Minister Narendra Modi over his remarks on Telangana’s separation, and BJP workers who opposed them were attacked. The review therefore concludes that the clip is an old Telangana video, not footage of a Madhya Pradesh BJP candidate being chased by the public. The excerpt supports the video’s mislocation and describes the reported Telangana incident; it does not independently establish that a candidate appears in the footage.

To win the elections, BJP MP Ramesh Bidhuri first spewed poison in the Parliament, defamed it, created tension between Hindus and Muslims and now is spreading hatred against the people of UP-Bihar. The basic mantra of BJP is to divide people to win elections. Sometimes in the name of religion, sometimes in the name of caste and region. This time his disease will be cured.

The review says the map circulated with the claim was not made by Reuters; it was based on a map from 270toWin, which allows users to simulate hypothetical election outcomes. Reuters said it had not published the circulated poll, and a Reuters-Ipsos poll released on September 15, 2023, showed Biden and Trump tied at 39% each.

Social media users claim that a clause in a contract allows election staff to overturn official results.
Publisher’s rating: FALSE: Election workers cannot overturn results. This clause allows election workers to manually tally votes during live broadcast in case of software failure, but it has no impact on the official results of an election.
Social media users claimed that data from a recent Reuters poll was used to create a 2024 electoral map showing a Trump victory.
