帛琉太平洋航空為樓文豪持有的幽靈航空
Publisher’s rating: 錯誤
The report examines online claims that Palau Pacific Airways, which announced it would stop flying at the end of August 2018, was a “ghost airline” owned by Lou Wen-hao and was essentially a renamed version of Palau Airways, which had failed in 2013. It concludes that the allegations had no factual basis and that the claims did not provide supporting evidence. To assess the company’s operations, the report cites the Palau newspaper Island Times and aviation information site ch-aviation. Those sources described Palau Pacific Airways as established in 2014, using a Boeing 737-800 leased from Slovakia’s AirExplore, and beginning regular Palau–Hong Kong service after its first flight on November 11, 2014. The report also says the airline had operated a Palau–Taipei route beginning in January 2016, but that route was no longer operating by the time of the shutdown announcement. On ownership, the report recounts an interview with the airline’s person in charge, Qiu Hongzhao, who said that he ran the company and that Lou Wen-hao had no connection to him or the airline. It further identifies Palau Pacific Airways as part of Qiu’s Sea Passion Group, which also operated the Sea Passion Hotel in Palau. The report therefore found no information establishing a direct relationship between Palau Pacific Airways and the earlier Palau Airways, and no substantiation for the claim that Lou owned the airline.
To help stabilize rice prices, we also need to address the issue of artificial rice shortage. I now ask all the rice hoarders, cartels and their protectors, you know that I know who you are: stop messing with the people. I hate to…Power sometimes is not a good thing. But I hope I will not have to use it against you. Consider yourselves warned; mend your ways now or the full force of the State shall be brought to bear upon you. I am directing all intelligence agencies to unmask the perpetrators of this economic sabotage and our law enforcement agencies to bring them to justice.
Publisher’s rating: The price surge of rice was caused by the depleted supply of the National Food Authority. Budget Secretary Benjamin Diokno, however, partly blamed the incompetence of NFA officials. But the agency said that affordable rice has started to trickle down to local markets in June 2018 after some 250,000 metric tons of imported rice arrived.
The statement comes from Rodrigo Duterte’s third State of the Nation Address, delivered on July 23, 2018. In the rice section, he called for action against an “artificial rice shortage,” threatened hoarders and cartels, and directed intelligence and law-enforcement agencies to identify and prosecute those responsible. The original review places that warning in the context of the rice-price problem rather than treating the accusation of deliberate scarcity as an established cause. Rappler’s accompanying context says the price surge was caused by depleted National Food Authority (NFA) supply. It adds that Budget Secretary Benjamin Diokno partly attributed the problem to NFA officials’ incompetence. The NFA, in turn, said affordable rice had begun reaching local markets in June 2018 after about 250,000 metric tons of imported rice arrived. Thus the review’s context points to a supply shortage and differing explanations of its management, while also noting an import-related improvement in the availability of affordable rice; it does not present evidence in this excerpt that a cartel created an artificial shortage.
Our campaign against Endo has resulted in the regularization of more than 300,000 workers as of early this month. On May 1 of this year, I signed Executive Order 51, which sought to protect the workers right to security of tenure. Read my lips, I understand that this does not satisfy all sectors. I share their sentiment; I truly do. Much as I would like to do the impossible, that power is not vested upon me by the Constitution. And neither will I make both ends meet even if I violate the laws to achieve that purpose. Simply, it is not part of my territory.
Publisher’s rating: Duterte said he signed an Executive Order "ending contractualization once and for all" but EO 51 only bans forms of labor-only contracting practices. It took out a key provision in the labor-drafted EO – which he did not sign – that makes "direct hiring a general norm in employment. Workers' groups, on the other hand, called this move a "face-saving measure."
I applaud Congress for the timely passage of the TRAIN law. You have made funds available to build better roads and bridges, and improve health and education, and strengthen our safety and security. Some have incorrectly blamed our efforts toward a fairer tax system for all the price increases in the past months, and some irresponsibly suggesting to stop TRAIN’s implementation. We cannot and should not. We need this for sustainable growth that leaves no Filipino behind.
Publisher’s rating: Beyond the economic jargon and explanations lies one indisputable reality: the average Filipino may be spending more on basic commodities and other necessary expenses than what he or she earns monthly.
The claim is a statement by President Rodrigo Duterte in his 2018 State of the Nation Address (SONA). In its economy section, Rappler reproduces his praise for Congress’s passage of the TRAIN law, his assertion that it made funds available for public services and infrastructure, and his rejection of calls to stop its implementation amid price increases. Rappler’s accompanying context complicates that defense: it says the average Filipino may be spending more on basic commodities and other necessary expenses than they earn monthly, and points readers to its tracker of price increases and additional charges. Thus, the article places Duterte’s case for continuing TRAIN alongside a reported affordability concern; the supplied excerpt does not provide figures or a method for measuring household income and expenses, or independently establish the causes of price increases.

The annual average export growth rate is higher during the UPA II compared to the current NDA government
Publisher’s rating: TRUE
The claim concerned average annual export growth in two periods: 2009–14, associated in the review with UPA II, and 2014–18, associated with the NDA government. The review says the comparison originated in an infographic shared by the Indian National Congress’s official account on June 30, 2018. It reports that the infographic claimed annual average growth of 12.3% under Manmohan Singh and −0.4% under Narendra Modi. [S1: “One of the infographics shared by the official party handle on June 30, 2018 compares the growth of exports under Manmohan Singh and Narendra Modi, and claims that under the former, the average export growth was in double digits (12.3%) and under the latter it was negative (-0.4%).”] To check the comparison, FACTLY says it compiled annual export data from the Department of Commerce’s Export-Import Data Bank. It calculated year-on-year growth separately for export values in rupees and US dollars, then averaged the annual growth rates for each of the two periods. [S1: “Annual export data has been collated from the Department of Commerce’s Export-Import Data Bank. These figures are available in both INR (in Rs lakhs) and USD (in $ Millions). The annual growth rate is the percentage increase from the previous year. This growth has been calculated separately for the figures in INR and in USD.”] The decisive comparison is the dollar-denominated average: 12.31% for 2009–14 and −0.41% for 2014–18. The rupee-denominated averages were also higher in the earlier period, though their values differed: 18.40% versus 0.89%. Thus, both measures reported by the review show higher average annual export growth in the UPA II period. [S1: “Annual Average Growth Rate in % (USD)12.31-0.41 Annual Average Growth Rate in % (INR)18.400.89”]
Domestic air passengers crossed 100 million in 2017
Publisher’s rating: TRUE
The claim appeared in an infographic on the government’s 48-month portal, which made several statements about aviation-sector growth under the NDA government. FACTLY treated the 100-million figure as one of five separate claims and checked it against domestic passenger data attributed to India’s Directorate General of Civil Aviation (DGCA). The review distinguishes this domestic-passenger claim from its other checks about market rankings, overall traffic growth, air travel versus AC train travel, and aviation policy. For its check, the review says it used DGCA domestic traffic reports covering 2014–2018. The accompanying table presents cumulative passenger totals by month and year, with figures stated in lakhs; the article explains that March’s value represents the January-to-March total. For 2017, it reports 1,171.76 lakhs of passengers carried by domestic airlines—more than 117 million, and therefore above the 100-million threshold. On that evidence, the review concludes that the specific infographic statement is supported. Its conclusion is about passengers carried by domestic airlines in 2017, not a count of unique individual travelers or a figure combining domestic and international passengers.
