CNN報導馬雲以近百億台幣買下某比特幣新創公司?
Publisher’s rating: 錯誤
The claim concerns a story circulated on Facebook in September 2018: that CNNTech had reported Jack Ma bought a startup associated with Bitcoin for nearly NT$10 billion. The Taiwan FactCheck Center checked both whether the reported investment occurred and whether the page was genuinely a CNNTech report. It says Alibaba Group’s news contact explicitly denied that Ma had invested in the project, explaining that the company had made many startup investments worldwide but had made no announcement related to the story. The review also searched CNNTech for the Chinese name Ma Yun and the English names Jack Ma and Ma Yun. It reports finding no story about Ma investing in a Bitcoin company, and notes that CNNTech did not have a Chinese-language page. These checks address whether the alleged report could be found on CNN’s own site, rather than relying only on the circulating screenshot. The review’s provenance check found that the URL shown in the circulating screenshot did not match CNNTech’s stated technology-section address. Opening the screenshot’s URL led instead to a Tech U Lite page about pension-planning tips, not a CNNTech article or the alleged investment story. On the evidence presented, the circulating item misused CNNTech’s appearance and substituted unrelated webpage material; neither the investment nor the purported CNN report was substantiated.

Swiss Bank deposits by Indians decreased during the current NDA government while they increased during the UPA regime.
Publisher’s rating: PARTLY TRUE
The claim concerned whether liabilities associated with Indians in Swiss banks fell under the BJP-led government but rose during the UPA regime. The review distinguishes those liabilities from the widely reported 2017 increase in Swiss banks’ total liabilities towards India: that broader figure included non-deposit liabilities and business conducted by Swiss branches in India, so it was not a direct measure of Indian residents’ deposits. The Swiss embassy instead pointed to locational banking statistics compiled by the Swiss National Bank with the Bank for International Settlements, measuring loans and deposits of Swiss-domiciled banks towards Indian non-banks. Using that series, the review found a decrease of more than 75% between 2014 and 2017, but also a decrease of more than 50% between 2009 and 2013, during UPA 2. It further reports that liabilities had peaked at USD 8,885 million in 2007 and were more than 70% lower by 2013. Thus the claim’s assertion of a decrease in the later period is supported, but the contrast with an increase during UPA 2 is not: the review says liabilities also declined in that earlier period. The review notes that the BJP infographic compared 2012 with 2013, rather than comparing the respective periods of government. That selected comparison did not capture the longer decline during UPA 2. The figures are liabilities in the form of loans and deposits, which the review describes as a proxy for deposits; they do not establish that the funds were undeclared or ‘black money.’

India improved in Global EoDB rankings in the last 4 years
Publisher’s rating: TRUE
The claim concerns India’s position in the World Bank’s Ease of Doing Business (EoDB) rankings, specifically the comparison from 2015 to 2018. FACTLY reports the ranking figures for the preceding decade and says India moved from 142nd in 2015 to 100th in 2018, a 42-place rise. On that comparison, the review finds that the improvement asserted in the claim is supported by the figures it presents. The year-by-year figures qualify the picture: India’s rank was 130th in both 2016 and 2017, before improving by 30 places in 2018. Thus, the overall four-year gain was not a steady year-on-year climb; most of the rise in the comparison came in the final year. The review also notes that the infographic it assessed did not discuss the preceding decade’s rankings. FACTLY cautions that the comparison needs context. It says the starting point, 2015, was an unusually poor ranking, and reports that the EoDB methodology changed significantly for the 2018 rankings. The review therefore treats the improvement as real in the stated ranking comparison, while warning that the figures alone do not establish an equally large change in the underlying business environment.

India improved in Global Competitiveness Index rankings in the last 4 years
Publisher’s rating: TRUE
FACTLY examined an infographic on the government’s “48 Months” portal that presented India’s rankings on business-related global indices as having improved during the NDA government. For the Global Competitiveness Index, the review gives India’s rank as 71 in 2014–15, 55 in 2015–16, 39 in 2016–17 and 40 in 2017–18. It describes the infographic’s comparison as covering 2014–15 to 2016–17, when the rank moved up substantially from 71 to 39. The review therefore accepts that India’s rank improved significantly over the period the infographic highlighted, while qualifying that conclusion. The next year’s ranking slipped to 40, and the infographic did not include that 2017–18 result. The review also says the rank of 71 in 2014–15 was unusually low compared with India’s rankings across the preceding decade, which it describes as generally around 45 to 50. That wider comparison makes the selected starting point important to interpreting the apparent scale of the improvement. The review notes that index criteria and methodology can change, so rankings may move without an equivalent change in the underlying business environment. Its overall assessment is that the highlighted improvement occurred, but the infographic left out context needed to judge the trend across the full decade. The review’s separate discussion of Ease of Doing Business is not needed to establish this Global Competitiveness Index finding.
