Hay 750.000 familias sin ingresos

Publisher’s rating: Falso

Newtral examined a statement by ERC deputy Gabriel Rufián during an investiture debate that there were 750,000 families with no income. The review compared that figure with the latest data it identified from Spain’s National Statistics Institute (INE), for the first quarter of 2019. Those figures counted around 589,000 family homes with no member receiving income, rather than 750,000. That comparison is the review’s central evidence against the claim: the reported number of homes with no income recipient was substantially below the number Rufián cited. The source describes the measurement as “viviendas familiares sin ningún perceptor de ingresos entre sus miembros”; it does not provide further methodological detail about how the INE compiled that figure in the excerpt. The article also covers other poverty figures Rufián mentioned, but distinguishes them from the claim about households without income. It says his separate figure of 11 million poor people requires care because the AROPE measure combines risk of poverty, severe material deprivation, and low work intensity. It separately reports that the child-poverty figure he cited was supported by the data discussed in the article. These other assessments do not alter the direct comparison between 750,000 and the INE’s approximately 589,000 households.

Employment for Rural Educated Boys Candidates as ‘Village Service Representatives’ under ‘Gram Vikas Rozgar Yojana’.

Publisher’s rating: FALSE

The claim concerns a letter circulated on WhatsApp offering selection of three “Village Service Representatives” from each village under a purported “Gram Vikas Rozgar Yojana.” The letter reportedly asked interested candidates to send a Rs. 1,200 demand draft payable to Kanak Enterprises in Delhi. FACTLY says it received a photograph of the letter to check its authenticity and examined the scheme name and the recruitment-payment instructions described in it. [S1] The review reports that searches for the scheme name and for “Gram Vikas Rozgar Yojana Kanak Enterprises” found no government scheme by that name. It also notes that the letter directed payment to a private enterprise, which the review says government agencies do not require for official recruitment. Spelling and grammatical errors, and inconsistent spellings of the scheme name within the letter, were additional warning signs identified by the review. [S1] The review also cites a March 2019 advisory from the South West Khasi Hills district administration in Meghalaya, which said the documents could not be proven authentic and had a dubious objective. As further reported context, it describes a similar letter circulating in Punjab: people who sent demand drafts reportedly received no response and were told by the Panchayat Department’s office that no such scheme existed. Taken together, the review’s checks and cited reports address the specific recruitment letter and its request for payment, rather than merely discussing rural employment generally. [S1]

La inversión internacional ya es solo la cuarta parte de la que era antes de que usted llegara a la presidencia

Publisher’s rating: Engañoso

Newtral examined Pablo Casado’s claim during Pedro Sánchez’s investiture debate that international investment was already only a quarter of what it had been before Sánchez became president. The review compared foreign-investment figures from official statistics published by Spain’s Secretary of State for Trade. It reports €7.676 billion for the first quarter of 2018, €20.264 billion for the second quarter of 2018, and €4.518 billion for the first quarter of 2019, the latest figure available to the review. These figures show why the choice of comparison matters: the unusually high second-quarter 2018 total is not a straightforward measure of investment before Sánchez took office.

El pasado mes de junio fue el peor en materia de paro de los últimos diez años

Publisher’s rating: Verdad a medias

Newtral examined Pablo Casado’s assertion about June unemployment figures in Spain. It compared the June 2019 fall in the number of people registered as unemployed with the figures for earlier Junes, citing data from the Ministry of Labour. The decrease was 63,805 people—smaller than any June decrease since 2009, when the figure fell by 55,250. On that specific comparison, the claim was supported: every June from 2009 through 2018 had seen a larger decrease. The review also points out that Casado’s comparison did not describe the whole employment picture. In June, the number of unemployed people fell below three million, a threshold it had remained above continuously since 2008, and the number of people registered with Social Security exceeded 19.5 million for the first time in ten years. Newtral therefore treated the statement as accurate in its narrow comparison but incomplete without those additional indicators.

A claim that Nigeria's debt has been paid off in 2006, under the leadership of former President Obasanjo,

Publisher’s rating: False

The review traces the claim to former Vice President Atiku Abubakar, who said that the National Economic Council he chaired in 2006 had paid off Nigeria’s entire debt under President Olusegun Obasanjo. To assess it, the investigation says it used historical debt figures from the Debt Management Office (DMO), Nigeria’s official debt agency, and compared the country’s debt stock at the end of 2006 with the claim. It reports that Atiku made the statement in social-media posts on July 12, 2019, while commenting on Nigeria’s later debt profile. The central evidence contradicts the assertion that all debt had been cleared: DMO figures cited in the review show Nigeria still owed N2.2 trillion at year-end 2006. The review breaks that amount down into N1.75 trillion in domestic debt and $3.54 billion in external debt. It explains that, using the official exchange rate of N127 to the dollar and the DMO’s conversion method, the external obligation was equivalent to N450 billion. There is relevant context behind the claim: Nigeria’s debt fell substantially from 2005, and the country paid off debts owed to Paris Club and London Club creditors. The review says Nigeria made a final $4.5 billion installment toward its Paris Club debt on April 21, 2006, following debt relief that discounted about $18 billion. But those repayments did not eliminate the country’s entire debt. The remaining reported domestic and external obligations are why the review concludes that the claim of a complete payoff was not supported.
