Publisher’s rating: Enganoso

The post joined several claims to suggest that the federal government was buying a carpet for R$ 4 million while reducing health funding and cutting Bolsa Família, and that online purchases faced taxes approaching the value of the goods. The review says the carpet allegation was misleading: the work by landscape architect and artist Burle Marx dated to 1973 and belonged to the Senate Museum. It had returned to the Senate after restoration, rather than being acquired as a new purchase. The investigation says the work was damaged during the January 8 attacks: according to the Agência Senado information cited by the review, it was torn from a wall and soiled with urine and fire-extinguisher powder. The amount allocated to restore it was R$ 236,200. These details distinguish restoration of an existing Senate artwork from the alleged purchase of a R$ 4 million carpet. The review also qualifies the post’s other claims. It describes the Bolsa Família reductions as a review of registrations that excluded families receiving benefits improperly; it reports that about 2.9 million beneficiaries were no longer covered between March and October. On health funding, the review says the Ministry of Health had not answered its question about whether resources were reduced, while noting a July announcement of R$ 452 million in contingency cuts to the ministry’s discretionary expenses. For online purchases, it says the rules in force from August 1, 2023, set zero import duty on purchases up to US$ 50 under Remessa Conforme, while purchases above that threshold faced 60% import duty plus 17% ICMS.

The claim bundles three comparisons: whether Germany has the highest taxes, the longest working hours and the lowest earnings. The review assesses each using a different measure and comparison set: the tax-and-social-contribution share of GDP across OECD countries, average weekly hours and average working life within the EU, and median net income across EU countries. The figures cited cover 2021 for the tax measure and 2022 for the work and income measures. Germany’s 2021 tax-and-contribution share was above the OECD average of 34.1%, but it was not the highest: Denmark and France had higher shares, as did several other named countries. For weekly hours, Germany’s 35.2-hour average was not the EU maximum; Greece recorded 41 hours. The review also checks working life separately: Germany averaged 39.3 years, while the Netherlands had the highest reported EU figure, 43.2 years. The income comparison likewise does not place Germany at the bottom: its 2022 median net income was €25,000, compared with an EU average of €19,083, and eight named countries had higher figures. The review notes an important qualification: incomes do not buy the same amount everywhere because price levels differ across EU countries. Thus the cited income figures establish Germany’s position in the reported nominal-income comparison, not identical purchasing power across countries.
