Publisher’s rating: 誤り

The claim circulated on X, TikTok, YouTube and Threads that allowing married couples to choose separate surnames would destroy Japan’s family registry system. The review examined what the proposed arrangement would change and whether it would remove the registry’s functions. It describes the proposal as letting couples who want to do so keep their pre-marriage surnames, while leaving the existing option to adopt one spouse’s surname in place. The review sets that change against the registry’s stated role: recording and certifying Japanese citizens’ nationality and family relationships, and recording events such as marriage and divorce. It reports that former Justice Ministers had addressed the concern in parliamentary proceedings: in 2024, Justice Minister Ryūji Koizumi said the registry’s function and importance would not change if the system were introduced; the review also quotes similar statements by Ken Saito in 2023 and Yoko Kamikawa in 2021. The review also reports that the Constitutional Democratic Party’s bill, submitted on April 30, 2025, would let couples choose a shared surname or keep their respective pre-marriage surnames, with the child’s surname decided at marriage. In response to the review’s inquiry, the party said its proposal assumed that a married couple with different surnames and their children could be recorded in one registry entry, and that the bill would not alter the registry system. On the evidence presented, the claim that the registry would collapse confuses changing surname rules with abolishing or disabling the registry’s role in documenting nationality and family relationships.
