Publisher’s rating: 誤り

The review addresses posts circulating during a House of Councillors election campaign that claimed foreigners were rarely prosecuted or that the non-prosecution rate for foreign crime was rising. It says it checked the claim against figures in the Ministry of Justice’s 2024 White Paper on Crime, comparing prosecution rates for foreigners with the overall figures. For 2023, the review reports a prosecution rate of 36.9% for criminal-code offenses overall and 41.1% for foreign suspects. It adds that over the preceding ten years, the overall rate stayed in the 30% range while the rate for foreigners stayed in the 40% range, with the foreigner rate higher in every year. The review distinguishes those offenses from special-law offenses. For special-law cases, it reports rates of 45.4% overall and 41.9% for foreigners; however, it says that excluding immigration-law violations—which are specific to foreign nationals and account for most of the foreigner cases in this category—brings the rates to nearly the same level. The review therefore does not present one undifferentiated comparison across all offense types: its conclusion about criminal-code offenses differs from the qualified comparison for special-law offenses.

Publisher’s rating: 誤り

The review says Bessent’s planned July 19, 2025, visit was for an Osaka Expo event, not election monitoring. It reports that no such election-monitoring arrangement had been discussed with the Japanese government.

Publisher’s rating: 誤り

The review investigated social-media posts circulating from around March 2025 that claimed roughly 560,000 of Japan’s approximately 1.65 million households receiving public assistance were foreign households. It says the posts compared figures drawn from different periods and counting methods, rather than matching like with like. The review traced the 560,000 figure to a Nippon.com article that described 568,197 foreign households as receiving assistance “in 2022.” Nippon.com later apologized and removed the original article. Its correction explained that 568,197 was the sum of monthly recipient counts across 12 months, not the number of distinct foreign households receiving assistance. The review identifies the approximately 1.65 million figure as the total for July 2024, making the comparison a 12-month sum against a single month. For a comparable annual estimate, the review cites the Ministry of Health, Labour and Welfare’s 2023 annual survey: at the end of July 2023, 45,973 of 1,626,263 households receiving assistance had a foreign head of household, or about 2.8%. On the figures and counting-period mismatch it describes, the one-third claim is not supported.
