The video is an edited version of footage from August 2018, when Kanhaiya Kumar answered questions from Muslim community intellectuals in Nanded. In the relevant passage, he was paraphrasing Maulana Abul Kalam Azad, not expressing a personal belief or asking people to convert; other clips were also joined into the viral video.
