Publisher’s rating: De video is bewerkt.

Recent photo showing a secret meeting between BJP and Congress leaders

Publisher’s rating: FALSE

The claim concerns a photo presented as evidence of a recent, secret meeting between BJP and Congress leaders. The review identifies the people pictured as Narendra Modi, Amit Shah and Sonia Gandhi, and says the image instead came from a meeting involving leaders of multiple parties and Lok Sabha Speaker Om Birla in his Parliament chamber. It reports that this meeting took place after the Lok Sabha was adjourned sine die on 11 August 2021. [S1]

The review examined claims made in an undated video from the Russian broadcaster Vesti and shared in a Facebook post in Luxembourg. The speaker alleged that Germany remained subject to restrictions originating in the 1954 Deutschland-Vertrag: it supposedly could not make foreign-policy decisions without consulting the four former Allied powers, criticize their foreign policy, or demand that foreign troops leave. The review says the video presented these as continuing restrictions under the 2+4 Treaty. The central check was the treaty text. The review quotes Article 7 as ending the four powers’ “rights and responsibilities” concerning Berlin and Germany as a whole, and as ending related agreements, decisions, and practices. It also quotes the article’s declaration that reunified Germany has full sovereignty over its internal and external affairs. The review therefore finds no treaty basis for the claimed consultation requirement or ban on criticizing the former powers. On foreign troops, the review says the 2+4 Treaty contains no rule barring Germany from demanding their withdrawal. It distinguishes treaty provisions arranging the Soviet troop withdrawal from the former East Germany by the end of 1994, and setting limits on where other forces could be stationed during that period, from a permanent restriction on German decision-making. It adds that stationing arrangements between governments can be concluded or terminated by governments. The excerpt thus supports the review’s conclusion that the video presents temporary and specific treaty arrangements as if they were ongoing limits on German sovereignty.
