The dpa review examined claims circulating after German Health Minister Karl Lauterbach and Justice Minister Marco Buschmann presented a draft autumn-and-winter COVID protection plan on 3 August 2022. It notes that the plan was still under discussion and had not yet been adopted: the proposed changes needed approval by the federal cabinet and then passage by the Bundestag. The review therefore assessed what the draft said, rather than describing an already-final set of rules. The key distinction was between how often people were to be vaccinated and how the draft defined a temporary status. The review says no vaccination every three months was planned. Instead, a person would count as “freshly” vaccinated or recovered for three months; during that period, the draft proposed exceptions to mask and testing requirements in certain settings. Lauterbach also rejected the interpretation in a 9 August ARD interview, saying the exception was not intended to mean people should get vaccinated every three months. The proposed exceptions applied to visits to hospitals and care homes, where freshly vaccinated or recovered people could forgo an FFP2 mask and a test. The draft also gave federal states the option of requiring masks or tests in restaurants, bars, cultural venues and leisure settings, with exceptions for people considered freshly vaccinated or recovered. These measures were proposals, not settled requirements, and the review cautioned that details could still change before the planned 1 October start.
