President-elect Joe Biden "beat crooked Hillary [Clinton] in the swing states, but she beat him everywhere else."

Publisher’s rating: False

The claim concerns Donald Trump’s December 5, 2020, remarks at a rally in Valdosta, Georgia. He argued that Joe Biden beat Hillary Clinton in swing states but that Clinton beat Biden everywhere else. FactCheck.org checked that comparison against the 2016 and 2020 election results, using Dave Leip’s Atlas of U.S. Presidential Elections. The review reports that Biden outperformed Clinton in every state by both vote totals and percentage of votes—not only in swing states. The review also examines a qualification that matters to interpreting the comparison: how candidates are measured. Political scientist Charles Stewart III preferred comparing candidates’ shares of the vote without minor-party candidates’ totals. On that measure, Clinton did outperform Biden in six states—California, Florida, Hawaii, Illinois, Nevada and New York—and Washington, D.C. But only Nevada was a swing state where Trump was contesting results, and the difference there was slight: Clinton received 51.29% of the Nevada vote, compared with Biden’s 51.22%. That evidence does not support the claim that Clinton beat Biden everywhere except swing states. The review also considers Trump’s surrounding comparison with Barack Obama, but distinguishes that separate assertion from the claim about Clinton. Its analysis found Obama had a higher vote percentage than Biden in most states, yet Biden still did better than Obama in some contested swing states. The review says the results, considered by either vote totals or percentages, contradict Trump’s broader claims about Biden’s relative performance. It concludes that the election comparisons did not support his assertion that the election was rigged.
