Publisher’s rating: Misleading

The claim circulated through social-media posts sharing an image of an Aruna newspaper headline. It suggested that, because officials and political leaders could not be trusted, the World Bank would bypass them and directly distribute poverty relief. The investigation examined the newspaper report behind the image and then compared that interpretation with statements from Sri Lanka’s Finance Ministry and the World Bank’s local office. The article says the newspaper described a planned welfare programme for 4.3 million low-income families and individuals, with monthly payments of Rs. 5,000. It also reported that the World Bank, working with the Central Bank of Sri Lanka, would help identify eligible recipients. But the fact-check reports that Finance Ministry officials rejected the idea that the Bank would provide aid directly and without state involvement. They described a plan to collect information across the country with government officers, using a mobile application, and said assistance based on those data was expected to begin in January 2023, with World Bank funding. The article further reports that the World Bank already supported relief efforts through Sri Lanka’s government machinery, and that a senior official at its Sri Lanka office said cooperation with the government and use of state mechanisms was the Bank’s established practice. The evidence therefore distinguishes between World Bank-funded assistance and the claim that the Bank intended to identify recipients and distribute aid directly, outside government involvement. The investigation concludes that the headline and social-media posts gave a misleading impression of the planned programme.
