The claim
The management of the reservoirs in the Harz Mountains has contributed to the current flooding. These amounts of rain were also to be expected.
Rating
Missing Context. There is no evidence for the alleged mismanagement. The operation of dams is more complex than described. According to the operator of the Harz dams and its supervisory authority, the prescribed retention area for floods has been observed and used. In addition, water was released from mid-December to create capacity - i.e. before the devastating floods in Lower Saxony.
